Local communities are on the pulse of time: Gauging public sentiment on the nuclear repository in Gemeinde Stadel

Background

The Gemeinde Stadel Administration intends to partake in the Swiss-wide tender offering final repository space for nuclear waste – in German, an “Endlager”.

Such a project is not only a potential financial win for the Administration and the area but, foremost, a serious decision with grave consequences that must be addressed with all the citizens.

The issue of nuclear waste and its repository is a highly emotional and widely discussed theme. Not only factual information but also a lot of emotional value are an essential part of the discussion.

Therefore, the local Administration must have precise insight into its community’s opinions and emotional positions. The Administration asked Screver to survey and analyze the opinions and sentiments of the citizens.

🎯 The goal was to approach 2000 Inhabitants with a personal letter sent by mail, which not only explains the purposes at hand but will also introduce a survey.

The survey shall reflect the community’s opinion and gauge the public sentiment towards nuclear waste storage. Using this data will support wise decision-making.

The Challenge

The challenge was to deliver 2000 survey links, leading to an anonymous and safe survey.

The Administration prepared the questionnaire, and the specialists of Screver fine-tuned it. The server-generated links, including a QR code, will be in the physical letter.

Each link is:
Only once usable
Safe and secure
Anonymous

In this case, the numbers speak for themselves.

These insights are invaluable for the local government’s decision-making and planning processes.

OUR SOLUTIONS

The new distribution method – printable, unique links with a QR-code broadens our portfolio of distribution channels. We are able not only to access our clients target via email campaigns and web-page placement but also via print and paper-based letters.

Such an approach makes Screver suitable also for governmental agencies, who do not want to rely on digital communication only.

We delivered the secure survey links as a feature in less than 24hrs. We could deliver well before the client’s deadline, as the distribution by postal service demands alignment with the physical location and manmade handout – letters need to be printed and sent.

Ensuring the safety of the survey is always an issue. Screver treats each client’s concern with confidentiality. The data is stored on Google Cloud. The servers are standing in Zürich, on Swiss soil.

Our standards in keeping the client’s data secure and our survey design ensuring anonymity make Screver a predestined partner for governmental and local community leaders.

The key characteristics of the Screver team – rapid development, eye-to-eye communication, constant feedback with the client, fast delivery and precise analysis – are perfectly compatible with official authorities and their processes.

Listen to what rumbles in the bushes

The survey has reached all the residents of Gemeinde Stadel. The response was immediate and robust. Alone in the first three days, over 10% of residents scanned the QR-Code and answered the survey.

After running for two weeks, we collected the answers of over 849 residents, meaning we collected the opinion of over 42% of the residents. This result is statistically significant, providing enough data for a relevant analysis.

We expect a more substantial rate until the end of the survey running time.

The completion rate is exceptionally high, with over 95%.

The Screver reporting tools show the necessary insights for the local government at one glance.

All valuable data for decision-making and the planning processes within the local community government are accessible immediately, which can guide the local decision-makers in their operations.

Here, for example, we can see that the population divides  almost equally along the line “accept the repository” and “do not accept”

At one glance, the decision-makers can see that the loss of property value is one of the key worries for the residents.

Over 55% of residents feel well-represented by their local government.

Screver proves to be the perfect partner for community engagement and local government themes:

  • Precise, and
